Walking down memory lane, I distinctly remember the values of a joint family. I was born and brought up in a middle-class family known for its individual member in the field of education and sports. Bridge, chess, hockeyand lawntenniswere the sports embedded in the family,sowas with me also.

I won prizes in school, college and academy in these fields and was also college cricket team captain but my favourite game was hockey which I continued even up to the academy level during my training. The place was a tehsil so there were only two options– either to study or to play and I never found it difficult to divide my time in both the areas.
After school and college classes the evening time of 2-3 hours was-meant only for playing. In school and college I was always my teachers’ favourite because of punctuality and satisfactory performance of securing a position in the class. I stood first in high school, intermediate, B.Sc and M.Sc and thereafter chose to pursue Ph.D for entering into the teaching profession.While doing the Ph.D work at Banaras Hindu University I came into contact with hostel mates who were busy in preparing for civil services. I also started thinking on those lines – about a careerin civil services – and got success in Indian Forest Service immediately after completing the Ph.D programme.

After completing the training I got UT cadre and joined Andaman & Nicobar segment where I completed my onjob training. I was given a chance to serve the newly created Union Territories of Daman & Diu andDadra& Nagar Haveli where beside forest I also held charges of the Pollution Control Committee, tourism, salestax, fishing, technical education, environment and science and technology.
It gave me the first-hand experience of handling the subject as Head of Department and insight of functioning of the state body. Thereafter, I served in the forest departmentof Goa and then landed inDelhi as the ResidentCommissioner ofGoa in 2000. Discharging my duties in the job,different from the forest activity, was a challenge which I did successfully and joined the Ministry of Human Resource Development on deputation.
Besides playing an important role in the conversion of Technical Training Institute into National Institute of Technical-Training& Research Institute, I also held the charge of Member Secretary, Indian Community of Historical Society. On return from deputation I served the Delhi government and held charges in the Municipal Corporation of Delhi, Pollution Control Committee and Delhi Jal Board.I got implemented the court verdict on misuse of Residential Premises (Farm House) for commercial purposes successfully. The court spared only two Deputy Commissioners(including me) from repatriation among 12 DCs because of non-performance. As Assessor and Collector of Property Tax I implemented the online assessment and collection of property tax within a short span of three months and that work was identified as the best initiative of the government by the Computer Society of India. It also gave me great satisfaction seeing the facility being availed by the users from different parts of the country 24×7.

The data of the Delhi Pollution Control Committee was digitized and made a way forward for paperless office beside establishing seven online monitoring stations for different parameters of air quality and gave the same to the public domain for use round the clock.I served as the Member Secretary of State Environment Appraisal Committee (SEAC) and State Environment Impact Assessment Authority (SEIAA).For the last seven years I have been working as a CVO for the Delhi Jal Board and then presently for the Maharatna companyONGC along with its subsidiaries and joint ventures ONGC Videsh Ltd, and OPAL.
I am also holding additional charges of the Gas Authority of India Ltd, Balmer Lawrie Ltd and Biecco Lawrie Ltd. I have also held additional charges of OIL India Ltd and Bharat Petroleum Corporation Ltd. Thus I have got the experience of working with upstream and downstream companies of both the sectors– oilandnatural gas. I have carried out a number of systemic improvements to plug the loopholes and made significant recoveries from the vendors.
In recognition of my work, the Institute of Public Enterprise (IPE), Hyderabad gave me the Vigilance Excellence Award (Mining sector) 2016 and the Vigilance Study Circle, Kolkata gave me the Vigilance Innovation Award 2016.
